Question Stuttering when launching games

So I have had stuttering in every game but it's most noticeable when launching a match of a game like bf1 or 2042 and when im running and when I stand in one spot in elden ring it'll just hitch. My gpu seems fine and my cpu and my psu this system is less than a year old with the gpu, cpu and psu being about 8 months old

Wired and wireless and I have tried both and the same happens, ssd is samsung 970 evo plus but I ordered a new sn850 from western digital to try. I took it a shop and the person at the shop told me all the tests he ran came out fine and he couldnt tell what was wrong with it
