Question System lags when second monitor is enabled

I just use browser and watch youtube video on second monitor. Firefox, tried to disable hardware accel, no difference, actually looks like became even worse.
Video looks like 15-20 fps-ish even though it plays flawless when one monitor enabled. Every app that is open lags if it has any kind of animations. When I scroll page in browser I get crazy horizontal tearing. Animation of opening chat window in a very low system reqs game is laggy. Using explorer I notice lags. Skype is laggy. Its practically impossible to draw in photoshop because the lags are insane

Enabling vsync for browser in driver didnt helped

What I noticed is that discord isnt laggy at all

CPU load stays at around 7-20%
Ram available: 10 GB
GPU load & Mem controller load - 20%
Video engine load - 0%

Windows 7 Ultimate x64 SP1 on Samsung 850 EVO 250 GB
PSU CoolerMaster MasterWatt Lite 600W
Monitors: Asus PB278Q 2.5K 60 hz connected with display port + Samsung SyncMaster XL2370 1080P 60 hz connected with DVI
