Question Task manager keeps closing after 1 sec

My AMD drivers broke so I reinstalled windows from an USB, now the drivers are working but some stuff was broken( windows settings kept freezing)
so I did a repair and now it works, game performance is fine everything else works perfectly, but the task manager doesn't.
I performed a couple of fixes like the Regedit one or SFC scan and a bunch of other stuff like starting up in safe mode or disabling a bunch of services for the start-up.

!UPDATE!It now launches consistently in safe mode, I've tried it in safe mode 10 time and it launches perfectly so what's the problem?

Could a virus cause this behavior if so how come that I've gotten a virus by just installing windows and the applications that I already had downloaded on a USB stick that are completely safe and from the original websites?

When in safe mode, start Task Manager and click on the Startup tab. Start disabling the entries there 2 or 3 at a time until you find the one causing the problem.

I've already disabled all of them, Steam, Faceit, Onedrive, Discord just bunch of normal stuff
