tcpsvcs.exe shows 98 in cpu

My computer is running very slow. Looking at task manager, tcpsvcs.exe shows
97-99 in CPU column. My desktop doesn't do this. I know little & worry
greatly. can anyone advise, please?

If the file is running from the ..\Windows\system32\ folder, check your
network configuration:

If the file is located in your main Windows folder, it could be a rogue
file disguised as a legitimate file. It could have been planted there by a
worm, trojan or adware. One worm that is known to plant a file with this
name is described here:
