this is not an issue of being agaisnt foriegners , it's an issue of prize winning and adhereing to law's outside the US. not all countries have the same laws regarding gambling and prizes for surveys or other things , it would be impossible for tom's to follow laws of every country tahat might have potential competitors. alternately product surveys are also generally done regionally because what sales in one country won't neccesarily sell in other countries.
