Some servers don't allow them, or if you change your name in the options, it
will replace your customised spray back to the regular.

Unless the tempdecal is made read only, by right clicking on it and
selecting read only. Also make sure the tempdecal is in the correct folder,
counter strike 1.6 = cstrike folder. Also make sure you are not trying to
place a 1.6 tempdecal into counter strike source.

If you make it read only, does that mean if you change your name in the
options the custom spray stays?

yes because windows won't let counterstrike overwrite the file it just gets an
error which it ignores
