Question TF2 Opening Weird After New GPU Installation?

I recently upgraded from an RX580 to an RTX 3070 Ti, but now whenever I open TF2, it opens at a super weird resolution, and the main menu displays only one friend on the friends list, and I can't click anything. Task Manager says it's not responding. I've tried verifying and uninstalling, neither have worked. All other games I've played after installing my new card have worked perfectly. It's just TF2 having this bizarre issue.

Yes, I completely uninstalled the AMD driver, and yes I have the correct nvidia driver.
I have no idea if TF2 is using the 3070 Ti or the integrated graphics. How would I check that? It used my RX580 before, but I know that just because it ran so well.

Not that I'm aware of. When I reinstalled, it should have completely wiped the game's files.

Yeah, I double checked, and even after it's gone the game still opens and does the weird thing.
