Does the Thermaltake Smart 600w 80+ have ovp and uvp protections?

my total budget are 4000 Argentinian pesos which equals to 100 dollars, I'm in Córdoba, Argentina, I saw another psu going around 4300 pesos, it's the gigabyte 650w 80+ bronze P650B, take in account that I only run a r9 270x with an i5 4590 not overclocked and 8gbs of ram ddr3

The Thermaltake Smart is probably the worse PSU on the market. The SATA connectors don't even have 3.3V leads!!!!

The Gigabyte is much better, but I suggest maybe increasing your budget.

I saw in MercadoLibre, that is actually the same as eBay and amazon a psu + chasis combo that came with the deepcool da700 80+ bronze, is it good for my build?

The DA700 Aurora? That is a MUCH BETTER PSU then that Thermaltake. Like... SO MUCH BETTER.
