Question Unable to Flash Bios

I'm having a very hard time flashing my bios and need help,

I'm mainly trying to downgrade my bios but it literally won't let me open the .rom file, I keep getting this message : https://ibb.co/fSLhxf7

please let me know if anyone has any knowledge on this or what my options could be

Many BIOS versions cannot be downgraded. Even on the same motherboard there are often some BIOS releases which can be reversed and others which cannot. Since I am completely (And honestly, the majority of users on most forums probably won't be either) unfamiliar with that little known (In most parts of the world) Chinese board manufacturer ONDA, I can't say for sure, but it's likely you will have to try contacting their customer support to find out of the BIOS version you have now can be downgraded or not. As I said, a lot of boards have one or two version releases that cannot be.

And then again, it might just be due to the cheapness of the board. I've seen a lot of people having trouble IN GENERAL with flashing the BIOS as well as a plethora of other issues on many of these Chinese designed boards. You simply cannot expect them to be at the same level as boards designed by Gigabyte, ASRock, ASUS, MSI, EVGA, NZXT or even companies like BioStar or Supermicro.
