When i open bios and set CPU core ratio to 40.00 and restart it again reset itself to 34.00. my CPU is Ryzen 2700 and motherboard is Asus TUF B450 plus gaming.

Also i want to know that when i overclock my GPU with MSI afterburner and click startup option then do i have to start it everytime i start windows. Is +175 on core clock and +200 on memory better enough for RTX 2060

Some chips require fiddling with the voltage core settings if increasing the clock speed to anything but default. Sometimes others can be set without any voltage changes. If you experiences constant blue screens and or random restarts then you might want to do your research into voltage settings for overclocking procedures.

And your last question is yes, each time you start windows you will need to set your profile settings to initiate your overclocked settings for your GPU. A way to get your GPU to permanently overclock would be to flash your BIOS but that's not recommended unless you know exactly what to do, Good luck!

First, actually when i set core ratio to 40.00 its doesn't crash or show any Blue screen of death instead it just revert back to 34.00

And for my second question if i turn on startup option in msi afterburner still i need to start msi afterburner everytime.

If the overclock is really unstable it may fail to POST altogether and automatically revert to previous settings. Could try only increasing the frequency a little bit (a couple multipliers) and see if settings stick.
I tried going to 35.00 from 34.00 and it still revert back to 34.00
Its got OC tuner which also automatically switch on even if i disable it.
Also VDDCR CPU voltage is 1.100, how much should i increase it considering i am using stock cooler.

Also what does turbo freq on processer means??
