My unreal turnament wil only run i a window. How do I get it to run full screen.

Is there an option in the Video settings? I don't remember.

clean install of windows without ACPI and nvidia 10.80 drivers worked for me.

A bit drastical maybe, but what the hell...

I can remember having the exact same problem, and it would run in software mode to boot. That's been SOOOOOOOOOOOO many formats ago, I can't remember. I think it was caused when I started messing around with the .ini file. You might scan through your registry and kill anything Unreal. Then, reinstall Tourney and patch it.
