I currently have a GTX 550ti and I am getting lagspikes in Black Ops 2 with Texture filters on High. What would be a good upgrade from a 550ti? Would a 560TI or 570 be a good upgrade? Max price is probably around $200, no higher than $280.

PC Power Supply-
OCZ ModXStream Pro (600W, Dual 12v Rails, 25A on each rail)

Core i5 2400 CPU

I'm not sure if the 7950 will drop in price drastically considering it is one of the higher end cards.

For $200, the best graphics card would probably be an AMD 7850 which is iirc 5-10% faster than the GTX 560ti.

I've been researching a LOT on this as I'm debating myself on upgrading from a pair of GTX 550's. From what I've seen so far, the 7850 would be a decent upgrade yielding probably 20% gains over my current setup. I know that my pair of 550's is a similar performance to the 570. However, going that route, I'm debating the GTX660 model. Nice price points on both cards. But yes, since you're single. From what I've seen, the 7950 is a kicking card. If it wasn't for the fact that I'm coming from a GTX570 range of performance; I would have already ordered the Sapphire with the epic cooler on it 7950 for $329. I'd look around for a 660, 7850, 7870, and definitely look into the 7950's as well.

I am thinking of the 7870 and 7950. Low temps/quietness is kind of a must for me so I was debating whether to get the XFX 7870 or the Sapphire 7950. The difference is $50 is the 7950 really worth it? (I am not much of an overclocker)

That's what I'm not sure, I spending a lot on a card already, I might a well spend $50 extra if there's actually a good performance gain. If the 7950 goes on the Black Friday deal and its only $20 price difference from the 7870 is it worth it?

I would go 7950, you can overclock the 7870 to make it a little less powerful than the 7950, but you can also overlock the 7950 to make it even better. If the difference on Black Friday or Cyber Monday is 20$ then go for 7950, even if the difference is a little higher i would go 7950 because remember it brings 3 games vs the 1 game the 7870 brings.
 
the 7950 is mostly for its overclock headroom. I would go with the 7870 is you don't overclock since it runs much cooler and uses less power and delivers 90% of the performance of the 7950. I don't think the 7950 is worth $50 over the 7870 if you don't want to OC.

Didn't know that, but still the 7950 brings 3 games vs the 1 the 7870. If he wants the games the 7950 brings i would suggest him to get that one
