Just looking to upgrade but don't know where to start or what to buy that would be an upgrade.

CPU: Intel Core i3-9100F 3.6 GHz Quad-Core Processor
Motherboard: MSI Z390-A PRO ATX LGA1151 Motherboard
Memory: Crucial Ballistix 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory
Storage: Crucial BX500 120 GB 2.5" Solid State Drive
Storage: Kingston NV1 1 TB M.2-2280 PCIe 3.0 X4 NVME Solid State Drive
Storage: Western Digital Caviar Blue 1 TB 3.5" 7200 RPM Internal Hard Drive
Video Card: MSI ARMOR Radeon RX 580 8 GB Video Card

The 9900K on that list has about a 17 percent advantage over your 9100F.

I'd be reluctant to go with the 9900K. I'd save more money until I could afford a new motherboard and a much newer processor than 9th generation.

But I don't know about your expectations or how much you might be willing to spend if it came to that.

If not gaming, tell us the purpose of the PC.

400 budget is one thing; 800 is quite different.

If budget is tight, maybe you can reuse your RAM and drives.

Power supply probably a good candidate for replacement.

Play on lowest graphical setting for most of those games and I still have hiccups from time to time even on lowest.

For case I have no idea, I didn't build it and it has no symbol or any barcode or serial number on it.

Budget is relatively tight but am willing to spend money to upgrade it cause it hasn't been upgraded since I got it like 6 years ago.

Yeah this seems good, if I can't get them all at the same time what should I prioritize.
 
What would you recommend for a case for MSI MAG B760 TOMAHAWK WIFI DDR4 ATX LGA1700 Motherboard since I don't know what case I currently have and would rather get a better case

Cases are HIGHLY personal. Some people pay more attention to how they look than how they function.

Suit yourself within your budget.

Do you demand a glass side panel?

Do you demand an external DVD mounting bay?

I'd try to get something that has 2 fan mounts on the front side and one in the back; all 120 mm or larger. Pretty easy to find that. Fan mounts elsewhere not necessarily an advantage.

Your case has to be wide enough to accept your CPU cooler. This can be a big deal. Be careful.

Look at Phanteks; Lian-Li; Fractal Design; certain models from Corsair; maybe a few others.
