Question upgraded from rtx 3070 to a radeon 7900 gre and getting WORSE frames+stutters?

hi all, i was just wondering if yall can help me figure out why this new card is working so poorly compared to my 3070
the system im running is:
ryzen 5 5600x
16 gb ddr4 ram
radeon 7900 gre
550 watt power supply (i know, a 750 watt is coming soon, but this is my main concern)
i did the whole procedure of using ddu and uninstalling my nvidia drivers and installing amd drivers
sometimes, when i boot "fork knife" (i heard that mentioning game names flags the spam protection), it bugs me about needing to upgrade my drivers saying that i should upgrade to a version that is OLDER!!
when i was pushing 70 fps 1440p on root toot tootin cowboy shootin' simulator the sequel with my 3070, i am now getting 40 frames per second (sometimes 60 if i tank the settings)
im not sure if i got the right drivers, or if its a power issue, or if there's something else wrong, i can troubleshoot things for you all if need be, but i was expecting better frames from what i presume was an upgrade.

You've mentioned the advertised wattage of the unit, what is the make and model of your current PSU and it's age?

Make and model of your motherboard? BIOS version for your motherboard? Got a link to your new GPU?

Ideally, you're supposed to use DDU in Safe Mode, then remove all GPU drivers(Intel, AMD and Nvidia) then manually install the latest GPU driver sourced from AMD's support site in an elevated command, i.e, Right click installer>Run as Administrator.

im not sure how old it is considering i bought this second hand from a guy that builds pcs, but it is one of these

my motherboard is a gigabyte ud ac b550 wifi, though im not sure what bios version my motherboard is, and if it needs updating, can you link a tutorial?

for my new gpu, its an asrock radeon rx 7900 gre

i did boot into safe mode in ddu, removed drivers, then shut down, swap the gpus, then installed the gpu drivers from here, though i did not run as administrator, i assumed it always does that since windows gives me the pop up of "oh are you sure you wanna do this"?
