My current specs atm are
CPU: Intel Xeon E3 1230-V5
Motherboard: msi E3 krait gaming V5 lga1151 1151
Ram: 2x ddr4 8gb 2333mhz sticks of hyperx fury
SSD/HDD: Seagate 2tb ssd, unknown Intel 120gb ssd, Samsung QVO 1tb SSD, Seagate 2tb 2.5inch hdd
GPU: MSI Gtx 1070 Armor OC
PSU: be quiet power 9 600w psu
Chassis: Lian Li PC-011D
OS: Windows 10
Main monitor: 1080p 144Hz Asus monitor

Looking to upgrade next week
My budget is about $700AUD(if upgrading my cpu is my best option then this budget also includes funds for a motherboard)
I'm located in Melbourne Australia
No real part or brand preference except maybe Intel for cpu or nvidia for the gpu
Not looking to overclocking any time soon or with this coming upgrade.
Not interested in sli/crossfire

Main reason I'm looking to upgrade is that I struggle to get well over 100fps in call of duty black ops 4 and I can barely hit 60fps in GTA Online, these are both my most played games atm but I also plan to play a lot of the division 2 when it releases.

CPUs specifically I've looked at picking up include:
I5 9400f
I5 9600k
R5 2600/x
I7 8700
And I haven't looked at any GPUs just yet

Have you verified that your system is in proper working order? Temps not too high, malware, driver updates, ect? Your system should not be struggling to do 60fps, in GTA V, with a 1070. COD 4 I don't think is overly demanding to where I would think over 100fps is doable either.

Yes everything appears to be in working order, temps are fine, definetly don't have any malware and I always have up to date hardware And I should have worded it differently as i can hit 100fps in cod but it stays around 110

If it helps I can post my user benchmark or whatever when I get home this afternoon from work
