Online UPS are usually double-conversion units. That means that they always CREATE the output AC voltage from internal DC voltage. It could be from line voltage that has been rectified or from the batteries. But there is always an AC to DC to AC double conversion. Those units have constant output because they do not pass the input line voltage through.
To size a UPS, you should measure the actual wattage used by your PC. Or use an online power supply calculator to estimate the actual usage. Then go over to the APC website and use the charts that are available for their UPS units to determine how much hold-over time you want. Buy a UPS that has a USB port so the UPS can automatically signal the PC to shutdown before the UPS battery runs out.
