Question USB C port won't detect Pixel 2 XL on motherboard

I recently upgraded the mobo on my PC, one of the new features I'm excited about is the USB 3.1 type c port on the front. Once I tried to connect my Pixel to the usb port, nothing happened. I tried reinstalling drivers but that didn't help; today I decided to connect my Nexus 6P to the USB C port, and sure enough it start charging after a few seconds. Not only was it charging, it was fast charging which tells me it's not a power delivery issue with the port. I checked the power adapters that came with both phones both output 5V 3A DC. The really weird thing is the usb c port on my laptop works absolutely fine with the pixel 2 XL, I'm not sure what to do.
 
maybe you need to plug it in, then go to the USB options and change it file transfer so that it forces the install of the necessary drivers on the PC then you should be able to use the port with your Pixel
I plugged it into my laptop(which as I mentioned detects it fine) and set usb to file transfer. It doesn't even try to charge it, windows doesn't even make the connection noise. Just for shits and giggles I connected my laptop via usb C to the back usb C port of my computer and THAT WORKED, it detected my laptop as a thunderbolt device. It seems only the Pixel refuses to even take power from the USB C port of my PC. I don't get it.
