Question USB won't show up in BIOS boot menu

I have a Dell Latitude 3420 laptop and I want to perform a clean install of Windows 10 on it. But it turns out that if I have a USB stick plugged in, it wouldn't start to windows and if I try to open the BIOS it be will stuck at loading and will only go in the BIOS once I remove the USB stick from the laptop. However, when I access the BIOS from Windows using the advanced options with the USB plugged it opens up the BIOS but the USB are not in the Boot Menu. The laptop is a UEFI only and Legacy mode is not supported.

I tried multiple fixes for this including using Rufus, trying different USB slots, disabling secure boot, converting RAID 0 to ASCI. But still could not fix it. I also tried the USB to other PC's and it does show up in the boot menu of others.

The only thing i can suggest is. Boot up windows (with drive not plugged in so it boots) > plug the drive back in > Open Explorer > And run the setup program. From there you can continue
