Question Very Strange RX 570 issue?

What's up guys. I'm going to make a long story short and just say I got a used RX 570 for a good price, and it has some issues that I was wondering you guys could help me with.
Here are the details:
Drivers will install, but then there is a little "caution" mark next to it in device manager.
Cannot game at all. Basically acting as the microsoft basic display adapter.
I've tried flashing the BIOS back to normal using ATI flash, but when I did it it said that I was already on the default bios.
I've tried DDU.
GPU-Z is saying that it's an RX 570, but in the monitoring tab it is at super high fan speeds, 100% usage, and showing up as pulling 7,000,000 watts of power (lol)
Any idea what this is? My thought is the card was used for mining but idk how to get it back to normal.
The card is the ASRock Phantom Gaming D 4gb version.
Other specs that may be relevant:
Intel i7-860
Intel DH55TC mobo

So I asked ASRock support about it and this is what they said:
"Check the link below, this card does not have a BIOS update"
(and then put the link to download drivers)
