Would a DVI cable connected to a DVI to HDMI adapter give you better picture quality than a VGA cable connected to a VGA to HDMI adapter? or would the quality nearly be the same?

VGA signal is analog and converting an analog signal to a digital one would cause losses.

VGA to HDMI requires active signal conversion from analog to digital. Any signal conversion incurs quality loss.
DVI to HDMI doesn't require signal conversion at all. It's basically just a cable with different type plugs at end.
