In an attempt to run an upgrade install of Vista in order to repair the damage of a recent virus, I uninstalled Service Pack 1 (because upgrade install won't run with SP1). I know there are other things I should have done (either a sfc /scannow in the Command Prompt or a slipstreamed SP1 DVD), but I didn't know them at the time, nor did I think there would be any issues resulting from an uninstall of SP1. As the title indicates, I was kind of wrong.

It started after the uninstall, which seemed successful. I rebooted, and instead of getting Vista without SP1, I get an error code of the command prompt variety (just the straight black screen with white writing). This persists for a couple of times, and after a couple attempted remedies that fail miserably, I decide to system restore (using the Vista CD, obviously) to a point before the uninstallation of SP1. I think it's going to work, but the first time it gets to "finalizing restore" and which point it hung for three hours before I decided to turn the computer off because it was obviously not moving anywhere. I restart and let the HDD boot up to see if maybe something worked, and I get to the Vista login screen, at which point I notice none of my input devices are working. Neither the mouse or keyboard responds (both are USB) and attempts with PS/2 versions also fail. I thought it was perhaps a driver problem, so I reinstalled the chipset driver on the HDD using my laptop (took the HDD from the desktop, put in an external case, then ran the chipset driver installer on my laptop and told it to install to the external), but this failed to solve the problem. I also tried further restorations, but these invariably fail after a certain point, giving me an error message:

"System Restore failed due to an unspecified error. The file cannot be opened transactionally, because its identity depends on the outcome of an unresolved transaction. (0x80071AA7)"

I googled the error message, and seeing as most people encountered it while trying to install a service pack, I figured it was an issue with restoring Vista without SP1 to Vista with SP1. Thusly, I used the command prompt option from the Vista CD to read my Windows Update log, and got the following:

I can't interpret it, though it seems to confirm my suspicion the transition between non-SP1 and SP1 is causing issues. Could someone else interpret this?

Basically, I have a non-functioning operating system, one that I can't restore to a working state nor access because input peripherals fail to work at the login screen. Does anyone have any suggested solutions for the problem, short of a clean installation of Vista? I don't want to reformat unless absolutely necessary.

It seems like the SP uninstall deleted some necessary files, hence why you are having these issues. I recommend trying to do a repair install using the Vista disk, i.e. boot from it. If that doesn't do the trick, you could try a system restore. If neither options work, you'll probably have to do a clean install of Vista.
