Question Water-Cooled fan ticking (Video included)

Fan issue video

I have been having this recent ticking noise coming from my water-cooler cpu fan. I reattached many fans to find which was causing the noise. I finally found it! But unfortunately I have zero clue why it’s making that noise. I took it apart and cleaned out the radiator and it still makes the noise. Any help on this issue would be appreciated. Thank you!

Also, side note: I do know the fan needs to be attached to the case fan, i just unattached it so you can see which fan is causing the issue

A possible weird thing to note is that it’s silent for most of the time, it’s when it gets into windows where it begins to tick. Maybe it’s just coincidence..
