Question Weird dilemma with fullscreen video stutter in Chrome.

This may have been a problem forever or recently really hard to say because if it's been there forever I just barely noticed.

Any time with Chrome I go full screen with a video player like YouTube I get stutters that may not seem noticable but they're there. I checked the YouTube frame drops and they pile up like crazy so I'm not going crazy. This problem doesn't happen when not in full screen.

Now this is a relatively 3 week old fresh install of W11, I have updated GPU drivers Chipset Drivers and all that. I have tried reinstalling Chrome but it's not entirely a Chrome issue either, I can replicate it on Edge. Basically I have 2 monitors and like to watch stuff on my 2nd monitor when gaming so I have to turn off hardware acceleration in Chrome or else the videos will stutter BADLY when playing. The thing is they still stutter in fullscreen when not in game. When I turn hardware acceleration on again the stuttering is entirely fixed completely and can be replicated on Edge as well with the same results.

Anyone have any ideas on what I can do? Or am I just SOL and if I want to watch fullscreen video gotta turn on hardware acceleration then turn it off when playing games because that will get annoying really fast.
 
So I installed Firefox and gave that a shot and have absolutely no problems whatsoever now on that front. Some videos on YouTube will grind to a halt with audio still playing, or just a buffering that goes on forever. But I *SEEM* to have fixed that by forcing AV1 on YouTube videos and seemed to have fixed that problem.

So maybe the stuttering is just a chromium browser problem, not sure I will still take suggestions on what I can do to fix it but in the mean time I will just use Firefox.
 
Nevermind that didn't work, some videos are still doing it. I have no idea what is going on. Firefox can't seem to play some videos on youtube without problems, Chrome lags to death on fullscreen unless hardware acceleration is turned on, but if hardware acceleration is turned on when I have videos on my 2nd monitor it lags super hard. I have never had this problem before but none of the browsers can seem to play videos.
 
First thing I would do is remove the 3080ti and test with the 7700x iGPU.
Just did this and it was actually pretty good, still stuttered just a tiny bit but the iGPU by itself seemed fine.

I would try disabling the onboard graphics as it may be conflicting with your GPU.
After the previous test I disabled the iGPU in the MoBo and the problem still exists. Not as bas as before but it is still there with the Chromium browsers, and doesn't fix the Firefox issues.
