Question Weird PC booting issue and I don't know whether its Motherboard, RAM or PSU ?

I7 13700K
Gigabyte Aorus Ultra DDR5
XPG 1TB Nvme Gen4 (x3)
Corsair DDR516x2 6000mhz
Asus TUF OC 3070 TI
Asus Strix LC 360
Coolmaster TD500 Mesh
NZXT C850 Gold +
APC Easy UPS 2200VA (1200 Watt)

PC turns on with RAM red light on motherboard and shows a random numbers on Debug codes. No Display, went to the store that built my PC. They replaced one ram that did work. After 6 days, same issue happened. So i took the PC to the store again. PC didn't boot (Includes all debug codes)

The technician decided to try several RAM combinations with exchanging the RAM slots. This worked in an odd way, meaning a combination worked one time, and then next time it didn't. So technician concluded that it would be an motherboard issue, so they have sent the motherboard for RMA.

But during this time i want to gather some help from the forum. I waited whole year to save up the money to build this PC by working on sleepless nights. Please help me brothers, would it be possibly RAM or PSU or Motherboard or CPU ? If any conclusion from video above that would help me a lot.

Some other issues faced previously :
1. I have noticed from the beginning that PC turns on and shows red light on RAM until the BIOS screen
2. There was a lot of ethernet disconnection for every 10 to 20 mins. This didnt happen on my laptop still now.
3. PC boots successfully to windows, then shuts off and restarts PC restarts after windows

Bought this PC on Dec 2022, Worked well till June. From June to Aug these following issues happened one by one and completely stopped working....

1. PC boots up and restarts after 15 seconds of Logging in. This happens even if i stay in the login page (to check whether some apps causing this) checked the windows event logs, no errors were mentioned, tried safe boot as well). Once it restarts, then the PC settles down, no issue till i shudown on night and start the PC the next day.
at 1:20 the pc crashes and restarts

2. Frequent Ethernet disconnection issue for every 10min to 30min. Tried driver settings of PowerManagement, Have re-installed windows, replaced both cable and modem. None of them solved this issue. Can't play games with peace of mind :/

3. PC turns on with RAM red light on motherboard and shows a random numbers on Debug codes. No Display, went to the store that built my PC. They replaced one ram that didn't work and after replacing it worked for around 6 days and then same issue happened. PC boots with RAM red light again. Watch this issue

Went to the store again, they tried the following combinations

83 is the the new replaced ram, 77 was the ram bought on Dec (Both Corsair DDR5 6000mhz, only the last two digits of the serial number was different)

0 83 0 77 - Not working
0 83 0 0 - Not Working
0 0 0 77 - Worked (Gladly this worked for 1hr, While it was under observation i saved my work on cloud)
0 0 0 83 - Worked (shutdown after 5 mins )
0 77 0 0 - Worked (shutdown after 15 secs)
0 0 83 0 - Not Working
0 0 77 0 - Not Working
0 0 0 77 - Not Working (Tried the same sequence that worked well, but didnt boot up after 3 tries)
0 0 0 83 - Not Working
77 0 0 0 - Not Working
83 0 0 0 - Not Working

One time it worked with graphics card removed, and then after several tries didn't work. So the technician decided to send the motherboard to service center. Its under review, will take a week to get a response. But during this time i want to gather some help from the forum. I waited whole year to save up the money to build this PC by working on sleepless nights. Please help me brothers, what would be the issue, RAM, PSU, Motherboard or CPU ?

Also I have noticed from the beginning (Dec), that PC turns on and shows red light on RAM until the BIOS screen shows. Is this normal ?
1. when you bought your corsair ram, did you check the 'supported ram list' at gigabyte to make sure it's compatible?

2. Have you tried getting a USB ethernet adapter to see if the problem goes away? Intel adapters are notorious for doing what you describe.

3. Can you give us a list of the debug codes it shows?

4. The red light you're seeing on the ram until the BIOS screen shows is probably part of the POST test the computer does before booting.

1. Yes, the sales person mentioned that it supports DDR5 ram

2. Yes, i had the USB ethernet that i have used for laptop, I have tried this on my PC and there was no disconnection. As i have already sent the MB for RMA, i am using the USB ethernet port on my laptop and there is no disconnection. So i am pretty sure its something on the PC

3. C2, C4, 12, 28, 26, 54, 4C, 2C and 0D. This video can show all debug codes

4. Yes, as soon as i start the PC, after 5 seconds it shuts off and then starts again. Is this also normal ?
