Hey,

After I've switched to Windows 11 I've started experiencing some weird performance issues when I open some programs.
The problem manifests itself as a drop in FPS while I'm on the desktop.
It is very noticeable because the mouse pointer starts moving as if missing frames and when I drag the program windows around the desktop the FPS drop is most noticeable.

The programs that are causing this are for example, CCleaner, Razer Cortex and Synapse, Playnite etc.
There is no difference between maximized window performance and normal-sized window performance.

Also, changing the Windows performance settings makes no difference.

PC is fairly powerful:
Intel i7-8700K CPU
ASUS Prime Z390-A Mobo
ASUS ROG RTX 2070 Super GPU
DDR4 16GB @ 1600 MHz Corsair RAM
Samsung 970 EVO Plus 1TB SSD / roughly half full capacity
Seasonic Focus Gold+ 750W PSU

It's been driving me crazy as the PC works very well except for this weird performance drop on the desktop.

Update your post to include full system hardware specs and OS information - version, etc..

Motherboard?

PSU: make, model, wattage, age, condition (original to build, new, refurbished, used)?

Disk drive(s): make, model, capacity, how full?

Use Task Manager and Resource monitor to observe system performance. Use both tools but only one tool at a time.

Observe performance when all is well and there are no performance issues. Then observe while running CCleaner, Razer Cortex, etc..

Determine what resources are being used, to what extent (%), and what is using any given resource.

May take a bit of time and effort to get a sense of how it all works and the information being presented. You can also click in some of the column headers to sort the data being shown.

[Side note: Consider completely uninstalling CCleaner. Unless it provides some specific function that is otherwise unavailable then you do not need CCleaner.]

Thanks for the first reply.
I've edited the info as requested.

My job is in tech support so I'm familiar with the tools mentioned. I'm using CCleaner mainly for the good disk cleanup functionality it has, otherwise I'd say it's pretty much snake oil.

After looking at the Task Manager and Resource Monitor there is literally no difference in resources used between the programs that create issues and i.e. Chrome which doesn't create this issue.

I found the reason for the weird fps drop in Windows 11. It happens only when GSYNC is enabled for windowed and fullscreen mode in the Nvidia Control Panel. 🤦🏻‍♂️
When it's set to fullscreen only, app windows don't drop the fps on desktop.
