Welcom Center Page Will Not Finish Loading

After boot up the first thing that appears on my screen is the "Welcome Center" page which I then delete, but as of yesterday only the screen part comes up but it does not load as the "mouse circle" just keeps spinning and spinning so I have to go to crtl/alt/del to bring up the task manager and get rid of it that way. Yes, I could uncheck the box that says do not show at sign on, but I cannot do this until it would complete loading. Everything else seems to load fine. Also after getting rid of it I tried to go to control panel/welcome center and see if it will load that way, so I could uncheck the box, but again all that comes up is the blank heading window and a spinning mouse that would stay there for hours if I let it.
 
Go to run and enter "msconfig". Click on startup programs and see if the welcome center is on the list. (If you don't have run enabled on the start menu the easiest way to find it is to open the task manager and go file->new task.)
