I have an $800 budget and I want to upgrade my PC.


Specs
Mobo: Gigabyte H610M H DDR4
CPU: i5-13400 2.5GHz
GPU: RTX 3070
RAM: Kingston 16GB
SSD: Kingston snvs 1000g
PSU: 600W X-POWER
Monitor: Asus 144hz
OS: 22631.4169

I'd upgrade the core system.

Compared to the i5-13400, the difference of either CPU is only slightly better in multi-core performance, application depending. The single core performance advantage is significant, however.
An X3D option would be better, but overall AM5 is likely going to provide greater future upgrade opportunity.

If it's for gaming then just a GPU upgrade would probably give you the biggest boost. What resolution do you play at?
Unless they're willing to explore the used market, they're not going to be able to get a much better GPU than their 3070, within their budget.
If they're playing 1080 - 1440p, a faster core system would be the better direction, anyway.

what if the budget was like 1.5k

Their ceiling right now is the RTX 3070. I think that CPU is a good match for that. If playing AAA, new games at 1080p either a CPU or GPU upgrade would help, but I still think a GPU would help more.

OP, what are the top 5 games you want smoother and what resolution do you play at? That'll tell us where the upgrade should go.

Im mainly playing loads of asseto corsa, elden ring, rocket league , rainbow six siege, bo6

The RTX 3070 is a great GPU,
--if not playing at 3840x2160

Assuming you're intended resolution is 1080p and you upgraded your GPU.
You would need at least an RTX 4070 Ti to realize a noticeable improvement, albeit that improvement can only occur if your CPU is fast enough.

Depending on your i5, is a possible 25 FPS improvement worth a thousand dollars ?
Is it worth $800 ?
Do you really want to invest this amount of money into a rig that's using an obsolete socket ?

At 1080p, you're CPU bound. An RTX 5090 would not make a difference unless you have the appropriate CPU muscle behind it.

Upgrading your core system (CPU platform) will unlock hidden potential of your current GPU, benefit your entire system now and pave the way for easier upgrades in the future, at a more cost effective pace than replacing the GPU.

You asked for smoother performance. This is the way.

Later down the line, whenever this GPU price situation settles a little, then you can top your system off with an even better GPU than what is currently available, and you'll already have a competent CPU platform to squeeze the performance out of it.

Hmmm i see so after i buy a better cpu like the one you’re recommending along with these other parts what gpu should I go for and maybe a monitor for better resolution
