Question What CPU cooler should I get?

looking for a CPU cooler for my ryzen 5 2600, hoping to do some decent overclocking. size is not a problem, as my build if full ATX, and my case is a HAF 932. Hoping to stay under 80$. I have already looked at the H7 plus, Reeven Oreanos, and 212x. Can't decide for myself and not sure If there are more options.

ryzen 5 2600 w/ stock cooler
overclocked Gigabyte rx 590
aorus x470 ultra gaming
Asus wifi card
16gb corsair vengeance lpx 2933 2x8
HAF 932

After I get new CPU fan, also have questions about overclocking.

Which of these do you think I could get the highest OC with? I am not sure if the TDP matters, or the CFM.

I have an R5 2600 and bought very recently the Noctua D15S, overkill but it works like a charm, and is very silent too.
If you're on a budget, the 212 Evo or Noctua U12S, that's what people from here recommended when I was looking for one.
