However the other end of this cable is blocking my car's wireless charging pad when this cable is plugged into the dashcam so I can't wirelessly charge my iphone at the same time.

So I am thinking about buying a converter (because my car has a lot of USB female ports). I want to buy a USB to (this port) cable. What is the name of THIS PORT in the picture?

Also, will the car's USB female ports be able to power the dashcam?

That depends on the dashcam's requirements and what the port can output. But given it's USB Mini B, that ages it pretty well and likely any USB port should be fine.

All my dashcams have that same B mini USB connection.
I've not had a problem powering with any "USB" from the cars.

well, It looks like a C to me.
But given this is a car, unlikely it would be specialized enough to be Thunderbolt.
