It depends, a really really really terrible CPU could make watching videos difficult, but you don't need a great CPU to watch videos, only maybe $60-80 new one. (excluding motherboard price, $50-80).
A dedicated GPU, even a weak $40 can help, maybe.

Yeah, i just wanted to know as for general knowledge of what to upgrade as i just bought the MSI GTX 960, so next i'll be upgrading my Motherboard and intel so i think it's all fine
probably the best thing to upgrade would be your internet connection first and foremost, then just a CPU.

I could be wrong, but I don't think streaming youtube videos are too taxing on a CPU/GPU. Internet connection is most likely your limiting factor, especially if you already have a GPU. If you're on WiFi, try a direct ethernet connection for the best results.
