I'm looking at building an empire army. I'm not really interested in
bringing a bunch of knights or pistoliers. So my army is going to be
basically all infantry.

I'm hoping to use the detachment rules to try to mitigate the lack of fast
moving units. So that getting charged by a bunch of cav won't be so
devastating. I'm also trying to discourage the enemy from trying to
outmanouver me by having several artillary and handunners there to hurt
units that aren't engaged. So for every turn they spend moving around,
they'll take a turn of shooting.

Is this a feasible tactic?

Also, going with an infantry army - would having a wizard mounted on a
horse (the only mounted model in the army) equate to a death sentence for
the wizard?

Tim Walker, aka The Village Idiot, aka TVI, uses an Empire infantry
horde with good results (he's won a GT this way). You can read more
about it (and other Empire related stuff) here:

find the answers you're looking for.
