Question Why am I getting low FPS with a RTX 2060S?

In Rainbow 6: Siege I average at 104 and in games like counter strike and minecraft I average at <170. I run 16gb of ram @3200mhz and a Ryzen 7 2700x. I dont know if its a bios thing I missed or its just that, THAT is the average it runs at. Im open to suggestions to fix the problem because I know I should definitely be getting higher FPS that what I am currently.

what resolution?
full system spec? include make and model of the psu
cpu/gpu temp and usage during the game?
ram/ssd/hdd usage during the game?
malware scan the system?

-Nvidia GeForce RTX 2060 Super
-Asus B-450F mobo
-Duel Channel Corsiar Vengance DDR4 2x8gb RAM
-Samsung SSD860 EVO 1TB
-Corsair CX-M 650w Bronze Modular PSU
-NZXT H500i Case

GPU temp reaches 74c under max load but typically resides in the <70c area and CPU reaches usually <65c under load
Everything else doesnt really reach 100% usuage from what ive seen and I dont really use RTX at all.

Theres no malware on the system at all
