Why does my i7 8550u only run at 1.99ghz?

My i7 8550u has a base frequency of 1.18ghz and a turbo boost of 4.0ghz. For some reason in the task manager it says the maximum cpu speed is 1.99ghz, why is that? And also why does my cpu not turbo up to 4.0ghz?

My laptop is a Lenovo ideapad 720

The power management settings are the likely culprit. Take a look at your CPU power management settings in Control Panel/Power Options. Open the profile you are using and go down to the CPU settings. Adjust as desired.
