any reasons why my cpu is underperforming?, my thermals are fine but my cpu is in the 0th percentile according to user benchmark. i have everything set to performance
also any tips on why other components underperform would be useful

What's system usage (CPU GPU) when on idle ? If it's not in true Idle (1-2% CPU) you probably have some background processes running.
I suppose you are testing with charger connected and battery charged.
Check Power Plan in windows and make sure maximum CPU state is set 100% when charger is connected.
Thermals should be close to maximum when running benchmarks, low temps suggest CPU and/or GPU are under utilized.
