[SOLVED] why is my gpu and cpu usage low in games

my specs: rtx 3070ti ryzen 5 3600 16gb ddr4 3000mhz
i need HELP
when i play games both cpu and gpu usage are between 20 and 40 sometimes even lower and i dont have alot of fps like i should and i have the same fps on games when theyr on low and ultra i dont understand why i triend everything downloaded and updated every signle drive watched a lot of youtube videos but nothing is working i didnt buy this gpu for 900$ to play fortnite on 100 fps

check your OS Power Profile.
anything other than a Performance based profile will downclock and\or lower voltages to devices.

First thing I would try is checking your Windows Power Profile is not set to power saver, Put it to Balanced or High Performance. If that doesn't work, I would reset the BIOS then re enable DOCP to 3000MHz.

my power profile is on ultimate performance and i did the bios reset and also enabled docp to 3000mhz and nothing and that only happens to me in non steam games in pubg for example the game runs perfectly but fortnite or battlefield the gpu usage is always below the cpu one and theyr both low ive downloaded every driver and update pls HELP
