Anyone have any ideas why my GPU is being power throttled?
Reinstalling windows is not an option and I don't think it's the problem.
Running an Asus 1080 strix on an MSI z170a m7 mobo and hwinfo says the GPU is power throttling. There's no power limit in place. GPU clocks plummet anywhere between 200-500 mhz with sluggish, stuttery performance (due to being such a low clock).
GPU memory speed is fine. Temps and hotspot are fine. Power supply is fine. PCIe is running at full gen 3 speed. Reseated the PCIe slot and power cables to ensure they are clean/seated properly. Made sure performance limiters/power saving settings in windows are completely disabled. Ran NVIDIA SMI to verify there aren't programs hogging usage. SMI also confirms that I'm nowhere near the power limit. Ran a virus scan. Also individually verified each program from SMI to be non-malicious (so there isn't any (visible) mining going on). On top of things, I don't think a mining program would LIMIT the power.
The workaround I've found is to safemode-DDU and reinstall drivers during EVERY boot, which is a very annoying process. Everything magically works as normal with a fresh driver install until the system is restarted. I've made sure there aren't any conflicting drivers to the point of uninstalling and disabling the integrated graphics. Unless I have some other driver causing issues?? I'm at a loss and have been struggling with this problem for months with no idea what's causing it.
