Question Why won't my PC fully boot when my GPU is plugged in to the first PCI slot?

I just recently purchased a new motherboard, a ROG Asus Strix E-390, and soon after my monitor wasn't detecting any input from my GPU, an Nvidia Geforce GTX 1060. I swapped it over to the second PCI slot, and it works fine. Whenever I attempt to move it back to the first PCI slot, my PC wont fully boot up. the RGB lights up, and my fans start up for a second, but then powers down. A second later it will start up again, but it never fully boots. Is this a hardware problem with my motherboard, or something else?

I was worried i would have to do that. there is nothing else that it might be?

could be the cpu or bend pin on the socket
