No doubt performance differences will depend on the game.
If a game takes checkpoints, for example, that will happen some 40x faster than on a HDD.

Today, with ssd devices reasonably priced, try to use a ssd for everything.
Even the cheapest/slowest will help. You WILL notice the difference if you have windows installed on a ssd. Once in a game, perhaps not so much.
Depending on the title it could affect FPS. Open world games for example where there are few loading screens. It would likely affect the 1% to 0.1% lows when the game calls to load a new area, causing stuttering/inconsistent FPS. So ultimately, it still comes down to loading speed.

If you want to, perform your own test with a game that stutters if you have one. Run in windowed mode, have GPU in-game monitoring turned on, also open task manager showing your HDD usage. See if you can correlate stutters with disk usage.

Storage drive performance has almost zero impact on frame rates while in game. Once the game has loaded in all the assets it needs, it doesn't touch storage. The only times it will touch storage is if it needs to load more things, and even then, modern games haven gotten better about this by loading things in the background or loading lower resolution assets to so the game can continue until the higher resolution ones are available.
