Will not load win 7 or ubuntu hardware problem

i have a hp h8-1234 🙁 while trnsfeing about 400G of media from one drive to another it randomly shut down. snce then i can not boot anything! no bsod just restarts at the very thought of loading a os. i installed a brand new harddrive, tried 1 stick of ram at a time, borrowed ram from a friend, tried a different psu, different video card, im to the point of pulling the cpu or mobo. btw bios is locked so no way to change cpu settings! very frustrated with this one advise will be well appreciated.

Will the system boot into Safe Mode?

Also, will the system boot to a live version of Ubuntu?
