Question Window 10 Keeps sending me back to download screen

Every time I try to install new copy of windows 10 on my pc it sends me back to the window setup page after it says restarting on my screen and goes black, then shows window 10 logo for 3 seconds. I try to take the usb stick out when it goes black, but that does not work and try to change my boot order on the bios but that does not fix the problem.

Could be -
windows was installed in UEFI mode but
BIOS is set to boot from HDD/SSD in legacy mode.

Fix your boot settings in BIOS.
Turn off secure boot.
Turn off fast boot.
The put all the bios settings back to factory default settings from the hp bios.
 
Do you have multiple storage drives installed?
That can often lead to confusion about proper boot priority settings.

When installing windows, it is always recommended to have only single drive connected.
After install is done, you can reconnect remaining drives.

I only have the samsung ssd connected

After install is done, you can reconnect remaining drives.
Will converting the storage from mbr to gpt have to do anything with window 10 keep looping the download ?

I fix the problem with window 10 in a download loop. The problem was my ssd was bad because when I put in a other one, it work great and window 10 download on it and now running good.
