Question windows 10 hp laptop stutters

my laptop stutters every 2 seconds or so , the thing is that the only time that it doesn't stutter is when im watching videos on fullscreen , either on youtube or on netflix, to be more exact if the video isnt on fullscreen then the laptop does stutter like it normally does, however the moment i put it on fullscreen the stutter stops and im able to watch the video without any problems. i havent heard of this problem before (only the other way around) and i dont know if I messed up some setting or its my hardware's problem and any help would be appreciated, thanks a lot.

It just freezes for half a second then its back to normal and after 2 3 seconds it does the same

Did it ever work correctly? Maybe you can use systems restore to get it back
