Question Windows update can't install updates ?

So I have tried to install updates to Windows 10, but it always gives me this error ( 0x800f0989 ).

What I have tried to do is:

  1. Tried many times re-installing it via Windows Update.
  2. Resetting Windows Update with .bat file.
  3. Installing the update manually from catalog.
None of these methods work.

Problem is with both of these:
2021-09 Cumulative Update for Windows 10 Version 20H2 for x64-based Systems (KB5005565)
Feature update to Windows 10, version 21H1

What else can I do?
 
Have you tried to run the trouble shooter?

Ensure the Windows Update and Background Intelligent Transfer services are available and running.

Type this in a command prompt: msdt.exe /id WindowsUpdateDiagnostic
then run the troubleshooter.

Yeah, I've done something with the troubleshooter before, but now it revealed couple of problems for me. I'll try tomorrow to install updates after repairing these problems.
I'm very sure that these problems are the cause for updates not being installed correctly.

And yeah, everything was fine at morning when I checked those services.
 
On another PC, download the Windows 10 media creation tool and use it to make a win 10 installer on USB

once you have USB, put it into the PC that won't update now while it is running windows
go to file explorer
navigate to USB and run setup
it should offer to update current PC
follow the wizard and it will restart PC and install 21H1

or should

if it doesn't work. clean install as Phillip suggests.

you don't need the cumulative update, 21H1 would include it anyway. Its a version update.

I am able to resolve the issue with the following steps. Thank you very much!
