Would this be a good video card/PSU?

Specs: Intel Core i5 PCU 650 @ 3.20 GHz (64 Bit)
ATI Radeon HD 5450
3 GB of RAM installed, and I have 1 GB that's actually free space. (Just ordered 2 2GB sticks for 4GB of RAM)
Monitor Resolution is 1600 x 900

I'm looking to upgrade my video card to something that can run games (DayZ, Steam games) smoothly without mouse lag and a decent FPS on low-med resolution.

So would this run what I am wanting well together.

That would be fine you'll get your goal @ that res with that no worries!

Looks perfect. This'll give you 40 fps min with nearly any game at that res.
