I have 400 Mbps internet service. On my PC, speedtest.net shows it at just under 100 Mbps. My Playstation is currently at 220 Mbps, better but still not 400 Mbps. I did just upgrade to Windows 11, but I hadn't checked my speed in a while before that.

This is generally because SOMETHING in your network is working at 100Mbit ethernet. It could be bad cabling, it could be you have an old 100Mbit ethernet swich you purchased 15 years ago you are still using. Not enough info provided.

I connected my LAN cable directly to my modem and my PC reached 450 Mbps.
My MB is a GIGABYTE B660 AORUS MASTER DDR4 B660
My router is a Netgear Nighthawk AC2300 Smart WiFi Router Model R700P
When connected to the Netgear, what does windows say the link rate of your ethernet is? Settings -> Network -> Ethernet Adapter Properties (scroll down to the bottom)

Are you using the same cable when connecting to the modem as you are when connecting to the Netgear?
Does your router have "green" or power saving enabled? Sometimes that will cause your PC to only connect at 100Mbit.

Yes, I used the same cable. In my Ethernet Properties it says Aggregated link speed (Receive/Transmit): 100/100 (Mbps). Who do I check for "green" or power saving mdes?

As long as it says 100/100 then that is the max you will get.
I would start with a brand new cable direct to your router. Get a round, 100% copper cat5e or 6a 24AWG cable. 99% of the time it is a cable issue.
It might have worked on the modem because you moved the wires just enough to connect. When you moved it back, the cable flexed differently and one of the eight wires didn't make connection. It only takes one of the eight to not connect to drop from gigabit to 100Mbit.

I can try and new cable. But I had the same speed using Wi-Fi. I'd actually rather use WiFi than replace my cable since it was run through the walls, and will be a pain to replace.

I just ran another speed test and both my ethernet and wifi are running at 450+ mbps now.
I would buy a new ethernet cable just so you have a spare. When the port showed 100/100 that tends to almost always be a cable issue. Bad cables are really tricky. It can be say cracks in the actual wires or maybe the connection in one of the ends is slightly loose. You move the cable a little bit and it will fail and you move it again and it magically works.
