It´s possible to make a fan curve on amd wattman or whatever software and maintain the zero rpm to a certain level , for example my gpu only start to run the fans at 60ºc , if I wish to let it run at 45 or 50ºc for example it is possible ? I can´t get a way on wattman .
 
Solution
If the GPU supports 0rpm, then software shouldn't override that, as it's a BIOS level implementation.

Try MSI Afterburner/RivaTuner to see if the problem is with Wattman or not.

after changing fan curve on wattman it looks like this : https://postimg.cc/gnn7MKcJ , it disables the 0rpm when I click to change fan settings manually . the software is in portuguese
"desativar" means "disabled ".
my fans are always running this way . I does not to use afterburner very much because I don´t like to start up windows with many things .
works well on msi afterburner , I can change when the fan starts spinning and have 0 rpm until then , wattman works worst because if I set a fan curve the 0 rpm is disabled .
