Office XP Professional "Special Edition" includes Microsoft Publisher
version 2002 and Microsoft FrontPage version 2002.

If you were to purchase "Microsoft Office 2003 Professional",
then Publisher would be included.

What's in the Office 2003 Editions?

I don't think so. It was included with "Office XP Professional Special
Edition" - came on two additional CDs included with the package. "Special
Edition" was not available through retail channels. It was installed by
OEMs on new computers.

Retail packages: It is included in the Small Business Edition and as a
standalone package.

Your post's title is "XP Professional 2002." If you're referring to Windows
XP - no Office programs are included with the Windows operating system
(this applies to any version of Windows - not just XP).

XP Profesional is not nor does it contain Office. Office is a separate
product!
