Need help trying to find a suitable and up to date motherboard & CPU. Would it be better to just buy a new desktop? Considering there's no graphics card?

I plugged my brand new Aerocool rgb fan to my msi b450m board on the jrbg and 3 pins power, the fan works but not its light! Any solution?
