google your motherboard model with (1 long and 3 short).
the beeps are beep codes, they are your motherboard telling you what the issue is.
the codes vary depending on BIOS manufacturer so google the model number and the error you are getting for the list of corresponding codes.

the matching errors on this old list are VGA errors, try taking out the GPU and putting it back in again, remove and re-seat the power cables as well, then try again.
Canned Grounding Rant-
shut down system and remove side panel. with the power cable plugged into the PSU touch a bare unpainted metal area of the case. (my favorite spot is an unpainted screw securing the PSU) once you have grounded yourself you can unplug the computers power cable from the PSU and can touch the system.
if you move your feet, or shuffle in your chair, plug in the cord, reground yourself and unplug again.
