[SOLVED] 100% CPU usage w/ low temp.

My CPU is constantly at 100% usage in task manager when gaming on games such as COD and Minecraft even though the temperatures are low and my GPU usage is only at about 20%. Is it possible my CPU is bottlenecking my GPU or is there any other way to fix this? Also, if it is bottlenecking, what are my options for upgrading? Because I think I have pretty much the best CPU available for my current motherboard. Thanks in advance

Wait.. you have Hyperthreading disabled from bios.. enable it from BIOS.. or simply.. clear your bios or load...

Damn I think it is due to some kind of malware issue.. I have i7 7700K that is still good in gaming.. and I never seen more than 70% usage in any game (average)... I have RTX 2070 super.. and 7700k is doing well...

Try to clean install new windows.. that might solve this issue.. and yes try to clear Bios too.. that can be an issue here

Wait.. you have Hyperthreading disabled from bios.. enable it from BIOS.. or simply.. clear your bios or load default bios settings.. it will be fixed easily..
Cores should be 4 as here shown... Fine
But logical cores should be 8. But your pc is showing 4.. means Hyperthreading is disabled.
You need to enable Hyperthreading to get maximum performance

Thank you for the response, this fixed it. I'm not sure how hyperthreading ever got disabled
