Question +12v got only 10.2v max Seasonic Platinum 750w

I have issue with +12v reading in Mobo is just 10.2 at max and it suddenly off and on again and again.
My PSU Seasonic Platinum 750w only 6 month y.o
What should I do?

That is most likely a software error. Check in BIOS but meter would be most accurate.

in BIOS when normal condition 11.448v
but before this happen my PC will on and off like there is not enough power 10.633v in BIOS only fan spinning and some led turned on. My motherboard LED status shows that CPU problem but I never did anything to my PC before it was just normal nothing wrong. I keep waiting about 15min and then back to normal. It's just annoying before I can use my PC I have to deal with this situation

How did you check the PSU ? did you use the multimeter ?
also try using a different EPS cable and see if it makes any difference
that oily residue it could be grease from thermal pads but i don't see any nearby heat sink that would cause to leak there , unless you have your motherboard laying horizontally and that leaked from the gpu

PSU Tester
cheap PSU tester and tried to another board it works fine
I think the oily residue came from MOS heatsink, it has thick thermal pads
